When a [[democracy]] is referred to as a [[mature]] democracy, you must [[realize]] that is only in [[relationship]] to beginning democracies or [[cultures]] of any kind. Any [[governing]] [[system]] is in rather constant need of revision as times [[change]] and circumstances shift.
